Statement by Mr. Tofig F. Musayev Deputy Permanent Representative of the Republic of Azerbaijan to the United Nations at the High-level Forum on the Culture of Peace on the theme: “Cultivating and Nurturing the Culture of Peace for Present and Future Generations”

Mr. Chairman,

 

At the outset, I would like to thank the President of the General Assembly for convening this High-level Forum on the Culture of Peace to commemorate the twenty-fifth anniversary of the adoption of the Declaration and the Programme of Action on a Culture of Peace.

As the Declaration proclaims, a culture of peace is a set of values, attitudes, traditions and modes of behaviour and ways of life based, inter alia, on full respect for the principles of sovereignty, territorial integrity and political independence of States, commitment to peaceful settlement of disputes, promotion of all human rights and fundamental freedoms and compliance with international obligations under the U.N. Charter and international law. 

The culture of peace is also interlinked with the objectives of sustainable development. The 2030 Agenda for Sustainable Development recognizes that all cultures and civilizations can contribute to, and are crucial enablers of, sustainable development.

However, rising conflicts, polarization and geopolitical tensions necessitate strengthened global solidarity and more effective and trusted multilateralism grounded in international law and a reformed and reinvigorated system of multilateral cooperation. There also is a need for enhanced efforts to confront hatred, ethno-nationalism, disinformation and the falsification of history. 

Stronger alignment with States affected by conflict to support their post-conflict peacebuilding, reconstruction, rehabilitation, demining and reintegration capacities is and must remain a critical commitment of the entire international community. This is needed now more than ever.

Mr. Chairman, this year’s another milestone is the twentieth anniversary of the United Nations Alliance of Civilizations, and we would like to take this opportunity to recognize remarkable achievements of this unique and inclusive platform in advancing the cause of a culture of peace.

Mr. Chairman, Azerbaijan attaches great importance to the promotion of a culture of peace at the national and international levels.

Among the initiatives successfully implemented by Azerbaijan is the World Forum on Intercultural Dialogue. Launched within the Baku Process in 2008, this Forum has established itself as a key global platform for fostering dialogue and cultural diversity. The leading role of the Forum has been recognized internationally, including in a series of resolutions adopted by the General Assembly on the promotion of interreligious and intercultural dialogue, understanding and cooperation for peace.

The 6th edition of the World Forum under the theme “Dialogue for Peace and Global Security: Cooperation and Interconnectivity”, convened by the Government of Azerbaijan this May, in collaboration with UNAOC, UNESCO, the World Tourism Organization and the Islamic Educational, Scientific and Cultural Organization, brought together a diverse array of stakeholders from across the globe to explore the critical intersections between dialogue facilitation, cooperative frameworks, leadership efficacy and the complex dynamics of interconnectedness to advance peace and security imperatives.

The Final Declaration of the Forum, which was issued as a document of the General Assembly (A/78/884), called on governments and international organizations to prioritize intercultural dialogue as a key tool for promoting peace, understanding, cooperation and prosperity.  

In conclusion, I would like to reiterate Azerbaijan’s strong resolve to continue contributing to further development of the culture of peace based on international law, dialogue, cooperation and solidarity.
